I just cel-shaded this, locked the cel shadws layer, and then went over it with a different colour (like cyan) to get the ambient lighting effect. Not very complicated! I dont think it merits a tutorial. xD

I know the whole lot of vocaloid fans say this but this would be a pretty cool anime. The way you drew this looks so "realistic" for animation (if that makes sense)
